svl7
2.9 GHz Turbo is for single/dual threaded tasks which only use one core. The more cores involved in the workload, the less Turbo Boost you get. You can use Throttlestop to monitor what your CPU is really doing. If you run a wprime 1.55 32M test on one thread and take a look at Throttlestop while it's running, you should see the multiplier going up to 29x. No idea about the issue with the maximized windows, probably a problem with Aero.

(wprime 1 thread) Cheers!!
TheGame
haha yep it seems no one can answer why windows 7 is doing this ive asked around on 5 different fourms and they are like ummm......uh.... OH....no!
mw86
@TheGame Given factory tdp/tdc,heat,number of cores used (including every background process there is running during test) and workload on a stress test you don't always see the highest multiplier if one of those is over preset limits. What you can do is overclock in the bios we have the guides here. For windows aero problems try disabling Desktop Composition on the application that isn't displaying right by going to properties on the shortcut you launch the app from and going to compatibility and unchecking desktop composition... So when you have that app running it doesn't display using aero. Also that image was small could you post a full size desktop screenshot like 1920x1080. To me it looked like the browser just had transparency on and was supposed to look like that, but I can't see any details with a small image. You can use hwinfo and throttlestop they both show many details of what's going on in the system and the CPU itself. On throttle stop enable the option to refresh reading the values faster. Also the Intel turbo boost meter isn't too bad but the other to are more accurate. Lets see what you get but don't use endurance type tests use something like was suggested above the 32m. It may not maintain the max multiplier but it will run at that for a bit while its under its limits and as suggested above use 1 core/thread.

svl7
Try moving the task bar to the top and then put it back to the bottom and see whether it helps. Might be an aero glitch.
