You always have to modify the Drivers, no matter what vbios you have.

I'm on max 83W too.
But i had a max power of 182W with a 980M without throttling and max temp of 90°C.

As you can see here the 1060 can go up to 135W in games.

Where is the fpt.exe, fparts.txt and prr.exe?
edit: if you want to learn you have to learn reading the instructions first
edit 2: and if you dont know how to flash your bios I'm afraid you'll break your motherboard by making bad settings

Do you have all files you need copied to the usb? I think not.
You have to prepare the usb and then copy all necessary files to it, not only the bios.bin.

They are not needed to have a functional system, but i prefer a clean device manager.
So it's on you what you prefer.

Most of the time one is the freefall sensor driver and the other one is the OSD driver. Have you installed those driver?

You cant do the 1. with a 120Hz.
If the iGPU is still enabled then you get 8 Beeps because of the 120Hz Screen.

You can also try to plug back the 60Hz screen, boot to windows and disable the integrated Intel by pressing Fn+F7. Then shut down and plug the 120Hz screen.
That's what i did.

If you think a dremel is a special tool, then yes otherwise not.
I removed the marked part on the heatsink.
