Fan Running all the Time After MB Replacement

Hi everyone, I just had the MB replaced on my mx14 R2 and now the fan seems to be always running at about med speed. Before it couldn't even be heard when browsing the internet and doing low load type of stuff. the MB came with A13 on it, my previous had A08 so I downgraded to that, same thing. I've reset my bios settings to default, same thing. Is the CPU integrated on this? If not I'm thinking the putty may not have been applied correctly or something but I'm open to ideas. thanks
