No, you need to completely disable laptop (Power of).

In this case try to execute next steps:
1. Completely disable laptop with long press and hold the Power button.
2. Press and hold F2 button, and start laptop (to go in bios setup menu).
3. Press F9 button, then Enter button. Then press F10 button, then Enter button.

Try to search in bios setup menu the setting "DIMM profile", and set it from "Default DIMM profile" to "Custom profile". Then set Memory Frequency to 1866.

You can try to set in bios setup menu 1866 MHz, without touch any timings. Most RAM modules 1600 MHz can works stable on 1866 MHz without any timings change.

Yes, you can use 32GB of RAM (4x8GB), but only if you use i7 CPU. If you use i5 CPU, then you can use max 16GB RAM only. This is for original stock bios, and for any unlocked bios.
