If you are planning to build a budget pc I would wait for the new release of Ryzen, a AMD cpu. The benchmarks are promising, and if it delivers I will certainly compete with intel CPUs. Furthermore VEGA is also getting released Q1 2017 might want to consider that as an alternative GPU.

If you are planning to play newer directx 12 games you should definitely buy AMDs new 480.

Laptop Gpus are soldered to the motherboard and can't be removed without recking the board. The only thing you can do is to get a better laptop.
