Why you need to modify EC ?
EDit bios or use xtu to overclock unlock/raise tdp/tda of that cpu, even 3820qm you can raise tdp to 55W from 45W (still need more to works fully under prime95)

need screenshot or better run fraps or msi afterburner before hwinfo, run hwinfo sensors only, start logging to file (from hwinfo sensors) , run game
(need fraps /msi ab to log/showing fps in hwinfo)
after that upload that incomplete log to zippyshare.com
what PSU you use now ? 180W ?

im expecting that problem - the same thing i have when i put gtx 285m (originally from 1gen gt660 ), ati 5870m works almost correcly (expect 100% fan but crysis3 is playable, enduro/power express or whatever switching function is named works correcly with leshcat drivers on gt60 )
you need other laptop where you can detect that 580m or externall programmer or service

don't know if you can flash it on current gt60 - of course first enable SG in bios (mean default options to have "enabled" dGPU)
second need bootable usb with nvflash with 675m bios from dell (don't have that bios)

simply set PRIMARY DISPLAY to IGFx in bios (usually hidden then need AMIBCP4.53 tool to edit bios and change that settings, flash ) and nothing more

do you know if possible modify EC to force more than 55 TDP in any other cpu than XM ?
3820qm in prime95 1/2 test don't stay in even in 35x multipler, temperature under 90C - even handbrake can "kill" 39x to 35x
for i know clevo have unlocked more TDP for nonXM cpu

for mine 670mx clevo flashing to msi shows bsods (yes you can install drivers without modified inf but you get crash)

if clevo cards thats' maybe possible - 670mx and 770m clevo works then maybe 765m should also works

pci-e speed isn't bottlenecking card - and for 100% sure but IF bottlenecking gpu usage be always 99% not lower - pcie version isnt important 1.x/2.0
check eGPU topic - they use pci-e 2.0 but width x1 not x16 - they have real bottlenecking but still gpu usage in gpu-z will be showed 99%
maybe unlocked bios block something ? that's possible and even more than possible
maybe for testing flash normal bios ?
for MB you can ask majster msi

other than 920xm OC to around 3ghz is garbage
gpu load but you showing average 54% or im wrong - check graph that shows near full , of cours gpu-z not must create 99% gpu usage because that's not their job

Yes i know that every Core I 1gen should have 2.0 pci-e in CPU but not - maybe it's connected with missing iGPU in quad cpu ?
Also according to eGPU users NB use only pcie 1.1 not 2.0 - sandy bridge cpu (mean 2gen cpu core i) have 2.0 pci-e in NB
also 2.0 don't help in any way it's more bandwidth that's for gaming isn't really necessary

known from personal testing on i3-380m and 920xm

2.0 on 1st core i is available only on quad cpu not i5/i3/ pentium
but 1.1 not bottlenecking gpu usage - something other must blocking gpu usage
also on quad with unlocked bios you can limit card to 1.1 or even link width x1

what ati you could buy cheap ?
5870m fromm dell works with modified drivers (leshacats) but fun stays at 100% all the time - probably with newest like 7970m enduro should works correcly and fans spins when temperature rise
