The keyboard issue sounds like the notebook wasn't happy with the EC , maybe someone flashed an incompatible EC rather than flashing the bios and EC at the same time.
You mentioned that you suspect a poor connection for the GPU fan, but FN + 1 works. I'd still suspect that the sense wire on the GPU fan might not be working, maybe worth just plugging in another similar fan of you have it, as a test.
Otherwise I know it's probably the same as pulling the CMOS battery, but try the combo of FN + D and then hit the power button.
Worst case maybe flash the bios and EC firmware with an external hardware rom flash tool.

Thanks for the tip, btw I always use dos from a USB flash drive to flash.
Not that I don't trust windows, I just am more familiar with flashing from dos.

I didn't think the bios would be so picky.

For some reason I had the urge to flash this vbios onto my clevo 7970m.
Now it's bricked. I'll just quote the post I made on NBR:

I have tried the autoexec method, and blindly typing, also the batch file method, nothing seems to work.
It looks like the notebook is hanging somewhere and not POSTing.
It turns on, the HDD lights come on, but then 30 seconds or so it turns off, the green light (AC power light) flashes about 3 times and then the notebook comes back on and stays on.
Not sure what I can to do revive it.
Not getting any beeps.
Anyway have any ideas?

I myself have tried all available on the intel download page.
Only version 2.1 can change anything (ram, few other settings, nothing useful like bclk).

What key combo did you use?

If you read the rest of that thread you will see someone did try it and it should be fine to use.

After you do the repaste I think you will be under 85C.
Also usually you can't see if there is dust between the heatsink and the fan without taking it apart (literally pull the fan from the heatsink).

I've had a chance to test MeSet.EXE today, with good results.
Ok so here is what I have just done:
I first put fpt.exe onto a bootable usb drive, and I tried to run the command "fpt -d dump".
I got the standard error message "The host CPU does not have read access to the target flash area. To enable read access for this operation you must modify the descriptor settings to give host access to this region.".
Then I ran MeSet.EXE, the notebook turned off and then back on and started beeping (it was still usable).
So I tried the same command "fpt -d dump". This time it worked. I will attach the dump to this post.DUMP.zip
Now I just have to read back through the thread and see what I can do, it's really good to know that I don't need a hardware mod or a key combo, all I need is MEset.exe.

Update time.
I have modded my bios image following the guide in the OP, it's attached hereflashnow.zip.
Then I restarted my notebook, ran meset.exe in dos, restarted again, ran the following command in dos "fpt -me -f flashnow.bin".
I took a photo of the result.
But I have no change in intel XTU, no bclk overclock, nothing new at all.

I have just tried the vbios with stock clocks and 1.175V, then I used msi afterburner to overclock to 1105mhz and it's stable.
So I have no clue why the 1100MHz vbios doesn't let me get past the login screen.

I don't know why, but still I can't get past the login screen, it will just BSOD.
I know it's happy with 1.075V and 1030mhz.
Also I know it's happy with 1.175V and 1030mhz.
Why would 1.175V and 1100mhz not work?
Maybe I should try stock clocks and 1.175V and see if the overclock is too high?

Looks like I was a bit optimistic, couldn't get past the login screen.

I would like to try 1.175 on my 7970m, I have tested that voltage with a software mod (changing the profile xml file with ccc).
It seems I should be able to handle the temps.
Could you please mod my clevo vbios (attached to this post) to set the frequency to 1200mhz and the voltage to 1.175 please?

I have a small update, first the intel ME resistor isn't on the motherboard so I can't do the test above.

Second and more interesting news, maybe we can flash the ME firmware if we do what the clevo P170EM notebook users do:
How to flash whole ROM that include ME:1. Plug in AC adaptor.
2. Run MeSet.EXE under pure DOS, the system will auto cold boot.
3. Run FlashMe.bat under pure DOS.
4. The system display flash complete message after flash success, if the system doesn't shut down automatically please press power button to power off.
5. Plug off AC adapter for 5 seconds then plug in AC adapter.
6. Power on system, the system will shut down automatically.
7. Power on system and enter CMOS setup to check BIOS version and load system defaults.
That is a quote taken from a text document in the latest clevo P170EM bios.

Curious if anyone has attempted to mod the ME firmware to overcome the artificial limit Intel sets on bclk OC for kabylake onwards (about 103mhz)?
@Khenglish have you tested similar mods with newer tech?
Would be keen to try something when I get my p870dm + ES 8700T.
