To enable file sharing in Windows 10:
- Open the Network and Sharing Center by clicking Start > Control Panel, clicking Network and Sharing Center, and then clicking Advanced sharing settings.
- To enable network discovery, click the arrow to expand the section, click Turn on network discovery, and then click Apply. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
- To enable file sharing, click the arrow to expand the section, click Turn on file and printer sharing, and then click Apply. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
- Click Save changes.
If you are still having trouble, make sure Windows Firewall is not blocking file and printer sharing. Do the following:- Open Windows Firewall by clicking the Start > Control Panel, clicking Security, and then clicking Windows Firewall.
- Click Allow a program through Windows Firewall. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
- In the Program or port list, make sure the File and Printer Sharing check box is selected, and then click OK.

Just to update the list, I would name the recent Intel AX200, which supports WiFi 6 (802.11 ax) and Bluetooth 5.

What's the model of your router?
What host are you pinging to test the round-trip?
Try to ping your router's IP while your relatives are connected and while you're the only host in your LAN. If when they are on the time is higher the problem might lie in a slow/shitty router's hardware.

That's definitely not normal. Install a software like MSI Afterburner and make an "always on" fan profile. If it keeps on stopping, it could be a fan hardware issue.
