Does installing this vbios raise the throttling temperature automatically, or does it make editing the max temp possible?

You're probably playing in fullscreen mode for one monitor. Are both monitors the same resolution?

I've had this issue before. Your graphics card is defective and artifacting. You might want to try downloading DDU for a clean uninstall/reinstall on the off chance that your installation has been fucked up. If that doesn't work you have two options: baking the GPU and testing or an RMA.
