TifosiRay is right. With internal ssd, I did the following:

power up egpu but plugged off (from mac)

power up mac and hol the option key (alt)

when operating systems show up, plug in the thunderbolt

after 10-15 seconds choose windows and hit enter

for me now stand up the system
