Here's the thing, are you spending 2000-2300 because you can, or because you need it? You can achieve immense gaming by running dual 970 cards which are significantly cheaper than 980s or Titan Xs. Honestly I'd opt for one 970, play on it (still very well) and wait for the 980 Ti line like Brian said above.

I'm creating a build myself right now and I had to think about the same thing. There's a big following of mech keyboards because of the responsiveness. I went to Best Buy and tested a few of the popular mechanical keyboard and I can honestly say I was blown away. The Cherry MX Brown switches were incredible and responsive. Feels a little bit like a typewriter and gives amazing response to your fingers. I bought a Corsair K70 which will be arriving wednesday and even though the price point was a little high, I'm sure it'll be amazing.

Does your CS:GO freeze or skip? It's mostly noticeable for me when anything is loading. The audio skips a little bit or stutters and the screen freezes. Extremely annoying to play on. Like said above, drivers are most likely your issue, Things you may have installed may have messed with the graphics drivers.
