NO, yet;
you can just unlock the bios
and turn off c6 state and pss state to keep CPU to 3.2Ghz Quad core.

Like Vsync, if fps goes over 60, it makes tearing-because its different with mornitor's fps
so limiting fps to 60 reduces tearing.
Unlike Vsync, If fps is under 60, it do nothing for more performance

I am a PC gamer, and I use my dedicated graphics card for playing games. I want to know why some games like Shadow of Mordor are able to run with a good FPS while others like AC Unity lag a lot even on lowest settings. Both are open world games meant for current gen consoles (PS4/XBOX One), so I wasn't expecting a difference.
its difference of optimization.
some game is optimized for nVidia and some is for AMD
it differs ~20fps on same spec.
consoles has almost same hardware. so it is optimzed well, and it results in good performance

So currently I'm looking to get a new laptop preferably a gaming one due to the performance on those monsters, I mainly play LoL, dota 2, l4d, crysis 3, tomb raider etc. I have narrowed my list down to 2 different types of laptops but before you know them can someone answer me if a refurbished laptop is worth it? I see brand new Alienware 18s for 2.5k and refurbished ones for 1.6k this being the Alienware 18 2013 model..
Alienware 18 2013 (refurbished 1.6k)
i7 4700
Nvidia 765x SLI
1080p
Clevo p157sm (brand new 1.5k)
i7 4700
nvidia 765
1080p
Im also crazy about looks of a laptop I usually aim for the stealthy looking ones :/ asus g750jw.... But that has no access to the internals so scrap that idea. Out of those two laptops which is the better one for me? Thanks alot
i suggest sli one
it has no optimus

if you play 30fps locked game, you dont have to buy 144hz one.
but it is better for your eyes because less flickering
someday you play shooting games, you will need it
