Can you tell me why the card is running at PCI-E 1.1 instead of 3.0 ??

Hi guys, I have a problem with the modded bios 2.07 becouse when I want to flash it, it sends me a message "The version of the rom file isn`t newer than version of bios" . My actual bios version is 2.07

Can you reupload the "no white list" version becouse the download link shows an error "404 not found" . Thanks in advance
