IMHO 4k it's not what makes a panel good. you can buy a cheap 4k monitor for less than a FHD one and then you receive a shitty monitor with low contrast and awful color. if your friend has the money to buy a good quality 4k monitor then go for it. you'll enjoy watching videos and using it for entertainment in general. You can always put the resolution down for gaming. If your friend has more interest in competitive gaming then buy a FHD monitor with good input lag, high refresh rate and Gsync/freesync

i don't think it's compatible. If you check ark.intel this chipset is compatible with broadwell-e and haswell-e. no skylake, kabylake, coffelake support. It's FCLGA 2011-3, coffelake is 1151

Maybe if you check ebay/amazon warehouse you'll find something in about 3-4 months. Is it worth it? It depends: if you have a very good system but a 1070/2060 or lower you will benefit from the upgrade.

Thunderbolt 2 is 20Gb/s so it's not very high speed. for my experience 1070ti/1080 max out thunderbolt 3 so i wouldn't go any higher than a gtx 960/970/1050. Looking the raccomended specs i don't think you will be able to run x-plane11 at max settings but i think you will be able to run it at medium settings with a good framerate using one of the mentioned card. I don't know about amd but the equivalent should do the work.
