Are you sure you're even supposed to have those two ribbon cables connected to a breadboard like that? There is a small parasitic capacitance between the rows on such breadboards , and may cause high-frequency signals such as those in PCIe to mix in with each other between the rows.

If you want an easy way to figure out what connection speed your card is running at, run GPU-Z and Furmark (or a game or something). GPU-Z will show you the bus interface/speed.

If you look closely, you will see that the one in v4 is an M.2 connector, not an mPCIe connector. If it shows up as a "Standard VGA Adapter", then you need to install the nvidia mobile drivers from geforce.com. If you already installed nvidia drivers, are you sure you installed the mobile one and not the desktop one?
