How can I get capability to changing voltage?

I believe you are in the right place, you will need to flash the Graphics card with a modified bios that will then allow you to adjust the core voltage to a proper value and allow the card to be more stable. Please be careful but you can start reading here.

I have a new alienware 17 and I would like to get int o changing voltages so that I can get into some real overclocking with this bad boy. how would one be able to do this (im a noob i know)

Keep adding .05V and test, I think the ceiling is 1.25 or something.

GPU is only possible unless you have a unlocked CPU right?

No, two separate things. You need an unlocked bios for the cpu, and for the gpu, you have to flash it with a proper bios. In other words you have to summon SV17 if the bios isnt available!
