modify the bios, stop the cpu throttling, get gpu overclock programs, overclock the monitor refreshrate, is there any aspect i have overlooked? and one more thing, is naming these programs allowed or is that advertising?

Naming the programs is certainly allowed.

Just don't tell people to go register to "xx" because of some contest or giveaway. If it feels like you are trying to get people to buy a product or join a competing website, it's probably advertising.

We do allow honest discussions about our competitors and their products, just don't try to sell it for them.

Yes, Thaiphoon burner for RAM Timings. One disadvantage, you have to flash the SPD table every time you want to change something. So it's dangerous. I use it to flash known stable RAM timings on my desktop.

So shortly no. It is possible but going one step too far might cause so bad corruption being so unstable you can throw the RAM sticks away. And there is a slight change of the SPD being RW protected.
